I think i would make mistake at move 5 already. It's very hard to defend against black queen.
And considering take on F2 with knight, kinda unpleasant position.

Just a single game is not enough for me to accurately assess the strength of these two players, but I'll give it a shot.
I'm not sure what time controls were so I'm going to assume this is not a bullet game, or blitz game, and both sides got a good amount of time for their moves for my assessment.
The game is short. It's only 1 game. We only got 32 moves to deal with.
Neither sides play impresses me all that much.
White does not open well.
After 5 Bc1 it is looking bleak. Black has more than equalized I feel even though the engine calls it even.
10... Nh6 is weak especially with that accordion style pawn structure white is working on.
Neither side was keeping king safety as much a concern.
So white not coming out of the gates with much steam makes me think he wasn't very high rated.
And black not capitalizing on whites reckless play makes me think he wasn't that high rated either.
I would estimate that white was about 1850 and black about 1750. That's my estimates for long time controls. If it were blitz add 50 to each side, and if it were bullet add 100 to each side.
