Extend Titles to IO (International Organisers)

The IO Title corresponds better to people who have great experience in organising events. ACP list them here : www.chessprofessionals.org/members_by_gender/male

So it should be interesting to extend the Lichess Titled to IO and it seems also very consistant to do so for allowing tournament creation listed in the Lichess Tournament annoucement page...

Sure it can be added, they shouldn't be able to join stuff like Titled Arena, etc

@Emdryo yes it could not be enough to join Titled Arena but enough to be listed in the tournaments page announcement when creating an event.
